Yes. The DGT allows you to prepare for the theory test and apply for the tests independently. You must meet the licence requirements, obtain a psychophysical fitness report, submit the application, and pay the relevant fee. You can apply in person or online through Spain’s Electronic Register.

When does a passed DGT theory test expire? Spain’s exact two-year rule
When the two-year period starts, when it restarts, and what happens if you do not obtain the licence in time.
A passed theory test remains valid for two years counted from the day after you pass. If you pass the next test within that period, a new two-year period starts from the day after that later pass. If the period expires before you complete the licence, you will have to retake the affected tests.

Spain’s category B theory test: questions, time, and passing score
What the current Spanish driving-test regulation actually says about the common knowledge test for a category B licence.
The common knowledge test contains 30 to 50 questions, allows one minute per question, and requires errors to be no more than 10% of the questions asked. On a standard 30-question category B test, that works out to 30 minutes and no more than 3 errors.

When you are not overtaking in a tunnel or underpass, keep at least 100 metres or 4 seconds behind the vehicle ahead. If your vehicle’s maximum authorised mass exceeds 3,500 kg, the minimum is 150 metres or 6 seconds.
